Project Overview
Miami-Dade Water and Sewer Department (MDWASD) initiated a significant wastewater infrastructure program to address aging systems serving one of the largest metropolitan counties in the United States. The project called for comprehensive improvements to wastewater conveyance and treatment infrastructure across Miami-Dade County, Florida. The complexity of the work, combined with the public agency procurement environment, required a pursuit team capable of translating technical depth into a compelling and cohesive story. The client engaged PRESWERX to lead proposal development, build the selection presentation, and coach the team through the live interview process.

Client Challenges
Competing for a high-profile public infrastructure contract required more than technical expertise: the client needed to communicate a complex, multi-faceted scope as one unified story across both the written proposal and the live interview.
Communicating a large and technically complex wastewater scope in a way that resonated with a public agency review panel unfamiliar with engineering specifics
Differentiating the team's qualifications and approach from competing firms in a competitive procurement environment
Aligning the written proposal narrative with the visual and verbal story told during the selection interview
Preparing staff to deliver a polished and confident performance under the pressure of a live selection process
Without a unified pursuit strategy, even a strong technical proposal risked failing to connect with evaluators during the final interview.

Scope of Work
PRESWERX provided an integrated pursuit support package spanning the full arc of the client's pursuit. The scope included proposal development, where PRESWERX shaped and refined the written narrative to align with MDWASD's stated evaluation criteria and to clearly communicate the team's differentiators. PRESWERX also designed and produced the selection presentation, translating the technical approach into a focused, client-centered visual story built for a public sector audience. To ensure strong performance on the day of the interview, PRESWERX led structured presentation coaching sessions that sharpened delivery, tightened messaging, and prepared each team member to respond with confidence to evaluator questions.

PRESWERX Approach
PRESWERX approached this engagement as a strategic pursuit partner, working alongside the client's technical team from the start to build a single, consistent narrative that ran through every deliverable. Rather than treating the proposal and presentation as separate workstreams, the team constructed a unified message and carried it forward from the written submission into the live interview.
Conducted discovery sessions with the client's technical leads to surface key differentiators and map them to MDWASD's evaluation priorities
Produced proposal content that balanced technical rigor with clear, accessible language calibrated to a public agency audience
Ran structured mock interview sessions to build team confidence, sharpen individual delivery, and rehearse responses to anticipated evaluator questions
The result was a coordinated, thoroughly rehearsed pursuit package that positioned the client with clarity and conviction.
Results Delivered
PRESWERX delivered a fully integrated pursuit package built to meet the demands of a technically rigorous public sector procurement. Each deliverable was held to the standard of a client that had no margin for a disjointed story in front of Miami-Dade County evaluators.
The written proposal presented the team's technical credentials in a structured, readable format with a narrative arc aligned to MDWASD's evaluation criteria
The selection presentation gave the client a polished visual narrative that reinforced key differentiators and held the review panel's attention
Presentation coaching prepared every team member to speak with confidence, stay on message, and handle evaluator questions without hesitation
The client walked into the selection interview with a well-tested story, a polished presentation, and the delivery skills to tell it with conviction.
