Project Overview

The Criminal Justice Instruction Center was a renovation and new construction project located on the Ocala Main Campus in Ocala, Florida. The project involved replacing 26,000 gross square feet of facilities originally built in the late 1960s and late 1970s, structures that had reached the end of their economically viable lifespan and required comprehensive intervention across roofing, HVAC and building automation systems, building envelope, and life safety systems. The replacement facility was designed with a 50-year life cycle projection, equipped with state-of-the-art simulation technology, integrated information technology infrastructure, and full audio-visual systems to support active criminal justice training programs. D.E. Scorpio Corporation engaged PRESWERX to develop the pursuit package, including proposal development, a selection presentation, presentation coaching, renderings, animations, and film production.

Client Challenges

Competing for a complex, multi-phase replacement project on an active campus required the client to communicate a technically intricate scope in a clear, compelling way. The key challenges included:

  • Conveying the long-term value of full replacement over renovation, including the 50-year life cycle projection and deferred maintenance relief, to a public institution audience

  • Visualizing a facility that did not yet exist, particularly the simulation-rich training environments that were central to the program's educational mission

  • Differentiating the team in a competitive public procurement process for a high-visibility institutional project

  • Preparing confidently for a live selection interview where technical depth and presentation clarity both carried significant weight

Together, these challenges called for a pursuit package that balanced technical credibility with visual storytelling.

Scope of Work

PRESWERX delivered a full pursuit package for the Criminal Justice Instruction Center competition. The team developed a written proposal structured to communicate the replacement rationale, long-term cost benefits, and program-specific technical capabilities in a way that was accessible to a college-level procurement audience. Architectural renderings were produced to bring the facility to life before a single wall was built, with particular attention to the simulation and training spaces that defined the project's academic purpose. Animations provided a dynamic walkthrough of the proposed facility, reinforcing the design vision and the operational logic of the building layout. A film production component extended the storytelling beyond static visuals. The selection presentation was built to support a live interview, and coaching prepared the client's team to deliver it with confidence and precision.

PRESWERX Approach

PRESWERX treated this engagement as a full pursuit strategy effort, not a document production exercise. The team focused on making the case for replacement clearly and visually at every stage of the package:

  • The proposal was organized around the logic of replacement value and life cycle return, translating infrastructure data into a narrative the procuring agency could act on

  • Renderings and animations were developed with the criminal justice training program in mind, illustrating how the new facility would function as an instructional environment rather than just a building replacement

  • Presentation coaching sessions worked through the live interview format, ensuring the client's team could speak to technical details confidently while keeping the narrative focused on the institution's long-term interests

The result was a cohesive, well-rehearsed pursuit package that positioned the client as a prepared and capable partner for a complex public project.

Results Delivered

PRESWERX delivered a complete, integrated pursuit package that met the demands of a competitive public procurement for a technically complex facility replacement. Each deliverable was held to the standard of a college-level selection process:

  • The proposal clearly framed the replacement rationale and 50-year life cycle value, giving evaluators a strong foundation for understanding the long-term benefit to the institution

  • Renderings and animations made the proposed simulation and training environments tangible, helping the selection committee visualize the finished facility and its instructional capabilities before construction

  • Presentation coaching produced a client team that entered the live interview prepared, focused, and capable of responding to technical questions with confidence

The client went into selection day with a complete, polished pursuit package and a team ready to make the case.
