Project Overview
The Yuma Area Purchasing Association pursued a Job Order Contracting vehicle on behalf of Yuma Union High School District 70 to establish an on-call construction relationship for facility maintenance, repair, and improvement projects across the district's Yuma, Arizona campuses. Under the JOC structure, the selected contractor would respond to individual job orders covering a wide range of scopes, with design services coordinated through registered Arizona architects and engineers as required. Winning the contract meant winning a long-term position as a trusted partner to the district. The client engaged PRESWERX to develop the proposal that made that case.

Client Challenges
Competing for a Job Order Contract requires a different kind of proposal than a singleproject pursuit. The client faced a distinct set of challenges in making a compelling case:
Demonstrating the breadth and flexibility to handle a wide variety of job order scopes, from minor repairs to more complex facility improvements, without the benefit of a defined project to anchor the narrative.
Conveying the responsiveness, reliability, and local knowledge that a school district partnership demands over the life of a multi-year contracting vehicle.
Presenting qualifications and past performance in a way that felt relevant to a public-school owner evaluating long-term fit, not just technical capability.
Producing a proposal document that was organized, professional, and competitive against firms with established JOC track records in the region.
The proposal had to make the case for a relationship, not just a contract.

Scope of Work
PRESWERX developed the full proposal for the Yuma Union High School District 70 Job Order Contract pursuit. The team worked with the client to frame their qualifications around the specific demands of JOC delivery, including responsiveness to job orders, coordination with design professionals, and a track record of successful work in K-12 environments. The proposal organized the client's experience and capabilities into a clear, evaluator-ready document that answered the owner's core question: is this a contractor we can rely on for years of ongoing facility work? Every section was written to reinforce the client's fit for that long-term role.

PRESWERX Approach
PRESWERX recognized that a JOC proposal lives or dies on trust. The evaluation panel was not selecting a contractor for a single job. They were choosing a partner they would call repeatedly for years. Every writing and structural decision reflected that.
Framed the client's qualifications around JOC-specific performance factors: responsiveness, flexibility, transparent pricing, and the ability to mobilize quickly across varied scopes.
Highlighted relevant K-12 and public-sector experience to establish familiarity with the district environment, its operational rhythms, and the expectations of a public owner.
Organized the proposal for ease of evaluation, ensuring the review panel could quickly locate and verify the information needed to score the submission with confidence.
The result was a proposal that read like it came from a contractor who already understood what it meant to be a long-term partner to a school district.
Results Delivered
PRESWERX delivered a complete, professionally written JOC proposal tailored to the priorities of a public K-12 owner evaluating long-term contractor fit.
A clearly structured proposal document gave evaluators a straightforward path through the client's qualifications, JOC experience, and approach to on-call facility work.
Purpose-written narrative sections framed the client's track record in terms directly relevant to the district's needs, avoiding generic capability statements in favor of specific, credible positioning.
Consistent formatting and professional presentation ensured the submission held up to side-by-side comparison with competing proposals in a formal review process.
The client submitted a proposal that reflected the professionalism and reliability they were asking the district to trust for years of ongoing work.
