Project Overview

Orange County commissioned a new $52 million fire training center in Winter Park, Florida, establishing a state-of-the-art facility designed to advance the capabilities of regional emergency response personnel. The campus encompassed a 30,000-square-foot education building with classrooms, administrative offices, and a fitness center, as well as an Incident Command Simulation room built to replicate real-world command scenarios. The facility also included two five-story drill towers, a three-story burn building, and multiple fire props spread across the site. The client engaged PRESWERX to support the pursuit with proposal development, presentation design, coaching, renderings, animations, and film production.

Client Challenges

Pursuing a high-profile public safety facility required the client to communicate technical complexity and operational ambition in terms a selection committee could readily evaluate:

  • Translating a multi-building, specialized-use campus into a compelling, unified pursuit narrative

  • Visualizing a facility with no direct built precedent, including drill towers, burn buildings, and simulation environments

  • Differentiating the team in a competitive public procurement where credentials alone rarely set firms apart

  • Preparing for a live interview where the presentation needed to carry the same authority as the technical submission

Together, these challenges called for a pursuit strategy that connected rigorous planning with vivid, credible visual storytelling.

Scope of Work

PRESWERX delivered a comprehensive pursuit support package tailored to the demands of a complex public safety project. The engagement began with proposal development, including strategic narrative writing and content organization aligned to the procurement's evaluation criteria. Custom renderings visualized the training campus in detail, depicting the education building, drill towers, burn building, and fire props in their intended environment. Animations brought the facility to life with motion sequences illustrating site functionality and spatial relationships. A professional film highlighted the client's relevant experience and team capability. The full package came together with a designed presentation and targeted coaching to prepare the team for the live selection interview.
