Project Overview
The West Ashley Sewer Tunnel Extension was a $68.9 million underground infrastructure project for Charleston Water System in Charleston, South Carolina. The project encompassed 19,500 linear feet of 60-inch sewer tunnel connecting Pump Station 77 to the Croghan Shaft, four deep access and drop shafts, and new automated screening facilities at two sites designed to protect downstream treatment infrastructure. Procured under a construction manager at-risk delivery model, the project addressed projected population growth and aging collection system capacity across the West Ashley service area. The client engaged PRESWERX to support the pursuit with proposal development, custom renderings, animations, presentation design, and interview coaching.

Client Challenges
Conveying the full scale and technical complexity of a major underground infrastructure pursuit to a broad evaluator audience required a deliberate communications strategy:
Translating detailed tunnel and shaft engineering into a clear, unified narrative accessible to evaluators without deep engineering backgrounds
Visualizing a project built entirely below grade, where renderings and animations were the primary means of communicating alignment, shaft locations, and construction sequence
Differentiating the team in a competitive CMAR procurement where qualifications and project approach carried equal weight
Preparing technical experts to perform clearly and confidently in a live selection interview
Each challenge pointed to the same need: a pursuit package built around communication as much as credentials.

Scope of Work
PRESWERX delivered a complete pursuit package for the West Ashley Sewer Tunnel Extension competition. The proposal was structured to present the client's qualifications and project approach in a format accessible to a mixed evaluator panel. Custom renderings gave the project visual form, depicting the tunnel alignment, shaft locations, and screening facilities in a way that grounded the scope in physical space. Animations extended those visuals, showing the construction sequence and tunneling methodology in motion. PRESWERX also developed the interview presentation and provided coaching to prepare the team for the live selection.
