Project Overview
The City of Wauchula issued a request for proposals seeking a single-source vendor to design, implement, and manage an automated school zone speed enforcement program using LiDAR photo speed capture technology. The scope included all processing, mailing, and backend management services tied to the city's School Zone Speed Enforcement Ordinance. The client, a provider of automated speed enforcement systems, engaged PRESWERX to develop a proposal that would clearly communicate their qualifications and approach to a city selection committee evaluating vendors against detailed technical and service criteria.

Client Challenges
Winning a single-source public safety contract requires more than technical capability. The client needed a proposal that addressed several distinct challenges:
