Project Overview
The U.S. Virgin Islands School Bundle was a $789,000,000 educational construction program on St. Croix, funded through the U.S. Virgin Islands Office of Disaster Recovery. The project encompassed the construction and modernization of four schools serving pre-kindergarten through middle school students, plus an administrative building, totaling approximately 60,650 square meters across the campuses. The program was designed to benefit nearly 3,785 students with fully equipped educational facilities, including classrooms, science and IT labs, libraries, specialist teaching spaces, and collaborative areas for teachers. PRESWERX supported the client's pursuit by developing the proposal, selection presentation, and coaching the team for the interview.

Client Challenges
A $789 million multi-school bundle for a tri-agency government owner in a U.S. territory presents pursuit challenges well beyond a standard K-12 project. The client faced several compounding pressures:

Scope of Work
PRESWERX developed a full pursuit package for the GVI/ODR/VIDE selection: a written proposal, a selection presentation, and a coaching program for the client's team. The proposal addressed the client's qualifications and approach to a complex, multicampus educational program in a disaster recovery context, covering the full scope of new construction, modernization, and specialized educational facilities across St. Croix. The presentation translated that scope into a narrative designed for a multi-agency government audience. Coaching sessions prepared the team for live delivery, message alignment, and questions specific to the recovery program and the logistical realities of building in a U.S. territory
