Project Overview

The Tyler Texas Smith County Courthouse represented a landmark civic investment for Smith County, Texas. Approved through a $179 million bond package by county voters in November 2022, the project called for a new courthouse situated in the heart of downtown Tyler, on the east side of the existing downtown square, along with a companion parking structure at 210 E. Ferguson Street. The scope carried significant public accountability: county residents had voted directly to fund the work, raising the stakes of the selection process for every competing team. The client engaged PRESWERX to provide comprehensive pursuit support, spanning proposal development, presentation design, architectural renderings, animations, film production, and presentation coaching.

Client Challenges

Pursuing a $179 million public courthouse contract required the client to communicate a complex, multi-structure scope to a non-technical selection committee while standing out in a competitive CM-at-Risk field:

  • Translating a large, two-structure program into a cohesive, easy-to-follow narrative for county stakeholders with limited construction backgrounds.

  • Differentiating the client's team visually and strategically in a bid where multiple qualified contractors were competing for the work.

  • Producing compelling renderings and animations to bring an unbuilt facility to life for a selection committee that needed to visualize the county's investment.

  • Preparing the team to perform confidently and consistently in a live interview setting with county officials.

Together, these challenges called for a coordinated pursuit strategy that aligned written, visual, and verbal communication into a single, compelling story.

Scope of Work

PRESWERX delivered a full suite of pursuit materials for the client's bid on the Smith County Courthouse and Parking Structure. The team developed a comprehensive written proposal tailored to the county's evaluation criteria, presenting the client's qualifications, approach, and plan in clear, structured terms. A fully designed presentation was built around the project's civic significance and the client's construction capabilities. PRESWERX also produced architectural renderings and animations that visualized the completed courthouse and parking facility before construction began, giving the selection committee a concrete picture of the finished project. A project film further conveyed the client's vision and approach, and hands-on presentation coaching prepared the team to deliver their message with clarity and confidence in front of county selection officials.
