Project Overview
The Riverfront Plaza Improvement Park and Bulkhead represented one of the most significant public-space investments in downtown Jacksonville, Florida, in decades. Situated on the St. Johns River Northbank at the former site of Jacksonville Landing, the project encompassed a full bulkhead reconstruction and the transformation of a central waterfront block into a destination park for the entire community. Phase 1, funded at $25 million, included the rerouting of Independent Drive, riverwalk improvements, a pedestrian plaza connecting the Performing Arts Center, a multipurpose event lawn, native plant gardens, a water play area, and a rooftop-playground cafe. PRESWERX supported the client's pursuit with proposal development, presentation design, and presentation coaching.

Client Challenges
Pursuing a high-visibility public infrastructure project requires translating complex scope into a story a selection committee can follow and believe in. The client faced three specific pressures going into this pursuit:
A broad, multi-phased scope that had to be communicated as a unified vision without overwhelming the reviewers.
A project with significant public and political visibility, raising the standard for how the team's qualifications were framed.
A live interview format that required leadership to present with consistency, credibility, and command of the content.
Connecting those challenges into a cohesive pursuit required both strong written materials and thorough preparation for the selection room.

Scope of Work
PRESWERX produced a full pursuit package for the client's City of Jacksonville submission. The proposal documented the team's approach to Phase 1 construction, covering bulkhead reconstruction, riverwalk improvements, the rerouting of Independent Drive, and delivery of a new public amenity program that included a cafe, rooftop playground, native plant gardens, and a multipurpose event lawn. The presentation translated that scope into a visually cohesive story organized around design quality, community benefit, and technical credibility. Presentation coaching sessions then prepared the client's leadership to handle panel questions and stay on message through a competitive live interview format.
