Project Overview

The Texas Department of Transportation Interchange project in Centerville, Texas was an engineering services contract for the IH 45 corridor in TxDOT's Bryan District. The scope covered preparation of schematic documents, environmental studies, and plans, specifications and estimates, requiring coordinated technical documentation across multiple project phases in a regulated state DOT environment. State DOT engineering contracts demand precise alignment with agency expectations and procurement requirements. PRESWERX supported the client's pursuit by developing the proposal to position the team's qualifications and technical approach for the TxDOT selection process.

Client Challenges

TxDOT engineering procurements are highly structured, and the proposal is often the primary differentiator. The client faced specific challenges going into this pursuit:

  • Presenting a multi-phase engineering scope, covering schematic, environmental, and PS&E work, in a way that aligned with TxDOT's procurement standards and evaluation criteria

  • Demonstrating the team's depth and qualifications for a technically complex interstate interchange project

  • Producing a compliant, well-organized proposal that stood out in a competitive state DOT selection

A strong submission required both technical precision and a clear, evaluator-friendly presentation of the client's approach.

Scope of Work

PRESWERX developed the pursuit proposal for the TxDOT Bryan District engineering services contract. The proposal covered the full scope of required deliverables: schematic preparation, environmental documentation, and plans, specifications and estimates for the IH 45 interchange. Content was organized to meet TxDOT's specific procurement format and evaluation criteria, presenting the client's technical qualifications, project approach, and team structure in a clear and compliant format. Every section was written to align with how TxDOT evaluators would assess the submission, keeping the client's strengths visible and the technical narrative accessible.

PRESWERX Approach

PRESWERX approached the proposal as both a compliance exercise and a communication challenge, ensuring the client's qualifications were not just present but easy for evaluators to find and assess.

  • Structured the proposal to mirror TxDOT's evaluation criteria and procurement format, reducing friction for reviewers

  • Developed technical narrative sections covering the client's approach to schematic, environmental, and PS&E work in clear, accessible language

  • Organized team qualifications and relevant project experience to reinforce credibility for this specific corridor and district

The submission was built for the way TxDOT evaluates proposals, not just for compliance.

Results Delivered

PRESWERX delivered a complete, submission-ready proposal calibrated to TxDOT's Bryan District procurement requirements and evaluation standards.

  • The proposal presented the full SEP scope, covering schematic, environmental, and PS&E, in a structured, evaluator-friendly format

  • Technical narrative sections communicated the client's project approach in clear language aligned with TxDOT's expectations

  • Team qualifications and relevant experience were organized to make the client's fit for this contract easy to assess

The client submitted a polished, compliant proposal that accurately reflected the strength of their team and technical approach.
