Project Overview

The Texas Department of Public Safety Williamson County Tactical Training Company was a newly constructed law enforcement training campus in Florence, Texas, developed for the Texas Facilities Commission. Valued at $228,627,000, the project encompassed a comprehensive set of purpose-built facilities: an administration and classroom building, three dormitory structures, a cafeteria, an indoor physical fitness center, an outdoor track and field, a firing range, a central utility plant, and full site infrastructure including water treatment and supply systems. The client engaged PRESWERX to develop a complete pursuit package, spanning proposal writing, visual production, and presentation coaching, for the competitive selection process.

Client Challenges

Competing for a $228 million public safety campus required more than a strong resume. The client needed every element of the submission to communicate the scale, complexity, and precision the Texas Facilities Commission would expect:

  • Communicating a large, multi-building program as one coherent story across both the written proposal and the selection presentation

  • Visualizing the quality and spatial character of a campus that did not yet exist

  • Differentiating the team in a high-stakes competitive procurement for a high-profile state facility

  • Preparing for a live interview with a panel evaluating both the proposal and the team behind it

Every deliverable needed to hold together as a unified submission, not a collection of separate materials.

Scope of Work

PRESWERX produced a full pursuit package tailored to the scope and stakes of a $228 million public safety training campus. The team wrote the proposal, developing a clear, evaluator-focused narrative that connected the client's qualifications to the specific demands of the program. Architectural renderings captured the character and quality of key campus facilities, from the administration building and dormitories to the fitness areas and outdoor spaces. Animations conveyed how the buildings and site would function as an integrated training environment. A pursuit film communicated the team's vision ahead of the formal selection interview. Presentation coaching prepared the client's representatives to deliver a confident, well-rehearsed performance.

PRESWERX Approach

PRESWERX treated the pursuit as an integrated storytelling problem, coordinating written, visual, and coaching work in parallel to ensure every deliverable reinforced the same message:

  • Developed a proposal narrative that framed the client's experience and capabilities around the specific demands of a multi-building law enforcement campus

  • Produced renderings and animations that made the design legible and compelling to evaluators who had not yet seen the site

  • Coached the presentation team through message refinement and rehearsal to build confidence ahead of the selection interview

The approach ensured the submission read as one cohesive story from the first page to the final presentation.
