Project Overview

The Texas Department of Motor Vehicles Camp Hubbard Renewal was a $143 million, multi-phase campus transformation in Austin, Texas. The project demolished four outdated structures to make way for a new 144,000 SF office building consolidating 12 of 14 TxDMV divisions, while a full renovation of the existing 110,000 SF, five-story facility accommodated the remaining divisions. The new building featured flexible open workspace, collaborative meeting rooms, dining services, wellness amenities, a boardroom, and public lobby functions. A covered pedestrian walkway connected both structures throughout construction. The client engaged PRESWERX to develop the full pursuit package: proposal, presentation, renderings, animations, and film.

Client Challenges

Competing for a high-profile state agency headquarters required the client to make a technically complex pursuit feel clear and compelling:

  • Translating a five-phase, $143 million program into a narrative evaluators could follow without prior knowledge of campus operations or construction phasing

  • Visualizing the quality of unbuilt spaces, including flexible offices, amenity areas, and pedestrian connections, before a single building had been demolished

  • Preparing the presentation team for a live selection where confidence, cohesion, and message alignment would determine the outcome

Each challenge called for a different kind of support, and all three had to land together.

Scope of Work

PRESWERX delivered a full-spectrum pursuit package for the client's bid on the TxDMV Camp Hubbard Renewal. The proposal was structured to communicate the complexity and phasing of a $143 million campus program in a clear, evaluator-friendly format. Architectural renderings and animations brought the 144,000 SF new office building to life before construction began, helping reviewers visualize finished spaces, material quality, and the pedestrian connections linking both structures. A project film told the broader story of the campus vision and the client's overall approach. Presentation coaching prepared the team to deliver a confident, consistent performance before the selection panel.
