Project Overview

The Texas A&M Semiconductor Institute (TSI) represented one of the most technically demanding higher education pursuits in recent memory. Located on the RELLIS Campus in Bryan, Texas, this 82,000-gross-square-foot research facility was designed to advance semiconductor design and production at an international scale. The project encompassed advanced cleanroom environments modeled on manufacturing fabs, a full sub-fab below grade, vibration isolation systems, specialized mechanical plenums, and a suite of flexible laboratories, workshops, and conferencing spaces. A regional drainage infrastructure subproject was also included within the same contract scope. With a planning amount of $161,445,000, the client engaged PRESWERX to develop the proposal, presentation, and provide presentation coaching for the Construction Manager at Risk pursuit.

Client Challenges

Competing for a highly specialized, technically complex facility required the client to communicate far more than construction capability. Several distinct challenges shaped the pursuit strategy:

  • Translating the extreme technical complexity of cleanroom environments, sub-fab systems, and vibration isolation requirements into a coherent, accessible proposal narrative for a university evaluation committee

  • Demonstrating relevant experience for a facility type with a very limited pool of comparable precedents in the region

  • Differentiating the team's approach in a competitive CMAR selection where multiple qualified firms were expected to respond

  • Preparing leadership to present with confidence on highly specialized subject matter during a live interview setting

Each of these challenges required a pursuit package that was both technically credible and strategically compelling.

Scope of Work

PRESWERX delivered a comprehensive pursuit package covering written proposal development, presentation design, and live interview coaching. The proposal content was structured to translate the facility's technical complexity into clear, evaluator-friendly language, organizing the client's experience, methodology, and team qualifications around the specific demands of semiconductor research construction. The presentation was built to carry that narrative into the interview setting, with a visual and structural framework that reinforced key differentiators and kept the panel focused on the client's readiness. Coaching sessions were conducted to prepare presenters for the format, timing, and technical questioning anticipated during the selection interview.

PRESWERX Approach

PRESWERX approached the TSI pursuit as a communication challenge as much as a design challenge. The goal was to make a highly technical project story legible and persuasive to a university selection panel.

  • Distilled the facility's layered technical requirements, including cleanroom configurations, sub-fab logistics, vibration control, and mechanical systems, into a proposal narrative organized around the owner's research mission and the client's construction methodology

  • Designed a presentation framework that moved evaluators through the client's qualifications and approach in a logical, visually engaging sequence, with emphasis on the team's relevant capabilities and project delivery philosophy

  • Conducted targeted coaching sessions to sharpen presenter delivery, align messaging across team members, and build confidence for fielding technical questions under interview conditions

The result was a pursuit package that positioned the client as fully prepared for the unique demands of this pursuit

PRESWERX produced a complete, interview-ready pursuit package calibrated to the complexity and competitive stakes of a landmark university research facility.

  • A written proposal that contextualized the client's experience within the specific technical and programmatic demands of semiconductor research construction, making a strong case for the team's qualifications without losing the evaluator in technical detail

  • A presentation deck built for clarity and impact, structured to guide the selection panel through the client's approach and team strengths in a format suited to a live CMAR interview

  • Coaching sessions that aligned the team's presentation style, tightened their messaging, and gave presenters the preparation needed to perform confidently in front of a university evaluation committee

The client entered the selection process with a polished, well-rehearsed pursuit package that reflected the full depth of their capabilities for a one-of-a-kind research facility.
