Project Overview
The TECO Skills Training Center was a new construction project in Tampa, Florida, built to support Tampa Electric's workforce development program for future electrical delivery field technicians. The facility was sited adjacent to an existing outdoor training space within an active Tampa Electric operations campus and was designed around two primary areas: traditional training rooms with supporting offices and meeting spaces, and a dedicated hands-on skills training area. Sitework improvements provided the necessary utilities, stormwater infrastructure, and updated traffic patterns and parking. PRESWERX supported the client's pursuit with a full package of proposal, presentation, coaching, renderings, and animations.

Client Challenges
A specialized training facility on an active utility operations campus requires pursuit materials as specific as the owner's program. The client faced several pressures going into this selection:
Communicating a two-part program, combining traditional training rooms with a hands-on skills training area, as a unified design and construction story
Visualizing design quality and spatial character for a private owner making a significant workforce infrastructure investment
Differentiating the team in a relationship-driven private owner selection environment
Renderings and animations were essential for helping TECO see what the finished facility would look and feel like before any decisions were locked.

Scope of Work
PRESWERX developed a full pursuit package for the TECO selection: a written proposal, a selection presentation, renderings, animations, and a coaching program for the client's team. The proposal outlined the client's qualifications and approach to a new training facility within an active operations site, covering both program areas and the supporting sitework. Renderings and animations visualized the facility's design character and the experience of each training area, giving TECO a concrete picture of the finished product. Coaching prepared the team to deliver with confidence and handle questions specific to the owner's workforce development program.

PRESWERX Approach
PRESWERX built the pursuit materials around the specificity of the owner's program: a utility company investing in workforce infrastructure has precise expectations for how the facility needs to function.
Developed a proposal and presentation addressing both the classroom training and hands-on skills areas as distinct, purposefully designed spaces
Produced renderings and animations focused on design quality and the operational character of each program area
Coached the team to speak to TECO's workforce development priorities, not just construction capability
The materials gave TECO a clear vision of what the client's team would build.
Results Delivered
PRESWERX delivered a complete pursuit package calibrated to a private utility owner selection for a specialized workforce training facility.
The proposal and presentation articulated the client's approach to a two-part training program within an active operations site
Renderings and animations gave TECO a design-forward, spatially specific view of what the finished facility would deliver
Coaching prepared the team to connect the presentation to the owner's workforce program and answer questions with confidence
The client entered the TECO selection with a polished pursuit package and a team ready to make the case.
