Project Overview
The City of Taylor undertook a $53 million civic development initiative to address the long-term space and operational needs of its city administration, police department, and municipal court. The project encompassed a three-story City Hall administration center and a two-story Police Department facility with provisions for future vertical expansion, along with secure storage, ample surface parking, and stormwater detention infrastructure. Designed in collaboration with Randall Scott Architects under a Construction Manager at Risk delivery model, the project emphasized sustainability and cost control across an estimated 30-month construction schedule. The client engaged PRESWERX to develop a full pursuit package to support the competitive CMAR selection process.
Client Challenges
Presenting a multi-building, publicly funded civic program to a municipal selection committee required more than a list of qualifications. It demanded a cohesive story. Key challenges included:
Translating a complex, multi-use program spanning three distinct building types into a unified narrative a non-technical owner could evaluate with confidence.
Visualizing an ambitious civic design before construction documents were complete, giving the selection committee a concrete picture of the finished facilities.
Differentiating the team in a competitive CMAR selection where qualifications, relationships, and communication quality all carry significant weight.
Preparing the client's team to deliver a live presentation before city officials with clarity and confidence under selection-day pressure.
Each of these challenges pointed to the same need: pursuit materials that made a technically complex project feel both manageable and compelling.
Scope of Work
PRESWERX developed a comprehensive pursuit package tailored to the City of Taylor's CMAR selection process. A full proposal document was structured to walk the selection committee through the client's qualifications, team composition, and approach to delivering a complex multi-building civic program. Architectural renderings brought the proposed City Hall and Police Department to life, giving committee members a clear and compelling view of the completed facilities before design was finalized. A polished interview presentation was built to anchor the selection-day pitch, and a targeted presentation coaching session prepared the client's team to deliver it with consistency and confidence before city officials.
