Project Overview

The SR-400 Express Lanes project was a major public infrastructure endeavor in Atlanta, Georgia, procured by Fulton County through a Design-Build-Finance-Operate-Maintain agreement valued between $2.5 billion and $3.0 billion. The project encompassed the full lifecycle of the express lane corridor: design, construction, financing, long-term operations, maintenance, and tolling services. The scope placed the client at the center of a complex, performance-based procurement where both technical credibility and financial depth had to be communicated clearly. PRESWERX supported the client with proposal development, presentation production, and presentation coaching throughout the pursuit.

The client faced the demands of a multibillion-dollar infrastructure procurement with a technically layered scope that had to be communicated with clarity and confidence:

  • Translating a full DBFOM delivery model, spanning design through tolling, into a cohesive narrative that resonated with a public-sector owner

  • Differentiating a private-sector team in a competitive field where evaluators expected both financial sophistication and operational depth

  • Aligning proposal content and presentation messaging across a large, multidisciplinary pursuit team

  • Preparing senior principals and subject matter experts for a structured, high-pressure selection interview

The presentation was built to reinforce the client's core messages and give evaluators an organized picture of the team's capabilities across design, finance, operations, and tolling. Coaching sessions prepared principals and subject matter experts to deliver with clarity, consistency, and presence, ensuring the team entered the selection process aligned on messaging and ready to handle evaluator questions.
