Project Overview

The City of League City sought to double the capacity of its Southwest Water Reclamation Facility, growing from 4.0 million gallons per day to 8.0 million gallons per day. The $89 million expansion encompassed a new secondary treatment train with an aeration basin, final clarifier, enclosed filters, and ultraviolet disinfection, along with a replaced influent lift station, expanded headworks, and improved solids handling through an enlarged dewatering building and second centrifuge. Aging electrical gear, pumps, and blowers throughout the existing plant were also addressed. The client engaged PRESWERX to build the proposal package for this competitively bid, construction manager at risk pursuit.

Scope of Work

PRESWERX developed the full proposal package for the client's Southwest Water Reclamation Facility expansion pursuit. The work encompassed crafting the written technical narrative that walked evaluators through the project's layered scope, from influent lift station replacement and headworks expansion through the new secondary treatment train and solids handling upgrades. PRESWERX structured the submission to present the team's relevant experience, staffing plan, and construction approach in a format aligned with the owner's evaluation criteria. Every section was written to balance technical precision with the clarity needed for a non-specialist review panel.
