Project Overview

The Southwest Florida International Airport Public Safety Building was a $10 million new construction project for the Lee County Port Authority at RSW Airport in Fort Myers, Florida. The project called for a purpose-built facility to consolidate public safety operations at one of Florida's fastest-growing commercial airports, supported by comprehensive site work. The selection process was competitive, requiring the construction manager to demonstrate both technical depth and alignment with the authority's operational priorities. The client engaged PRESWERX to develop the pursuit proposal, produce a polished interview presentation, and coach the team through the selection process.

Client Challenges

Competing for a public safety facility at a high-profile regional airport required more than technical qualifications. The client needed to address three connected challenges:

  • Communicating the complexity of a specialized airport facility as a single, cohesive narrative rather than a list of project components

  • Differentiating the team in a competitive field where multiple qualified contractors were pursuing the same work

  • Preparing the project team to perform confidently in a live selection interview before the Lee County Port Authority review panel

Together, these challenges called for a deliberate, strategy-first pursuit approach.

Scope of Work

PRESWERX developed the full pursuit package for the client's response to the Lee County Port Authority's request for qualifications. This included a complete written proposal that organized the team's experience and qualifications into a clear, evaluator-focused narrative. PRESWERX also built the selection interview presentation, structuring the content to address the authority's stated priorities while giving each team member a defined role and clear talking points. Presentation coaching sessions prepared the client's personnel to deliver the material with confidence, handle anticipated questions, and present a unified, professional front during the live evaluation.

PRESWERX approached the pursuit as a strategic communications challenge, focusing on how the client's qualifications could be positioned to directly address the authority's priorities for a specialized aviation safety facility.

  • Conducted a project intake to identify the client's most relevant experience and mapped it to the authority's evaluation criteria

  • Structured the proposal narrative around the owner's operational concerns, not just contractor capabilities

  • Built the interview presentation with clear role assignments for each team member and ran live rehearsal sessions to sharpen delivery

That positioning gave the client a coordinated, evaluator-ready pursuit package built around the specific demands of the project.
