Project Overview
The City of Miramar commissioned a federally funded infrastructure improvement project along Sherman Circle, from Jodi Lane to Jodi Lane, in Miramar, FL. The project, valued at $2.4 million, called for the replacement of an aging 5.5-foot sidewalk with a new 10-foot shared-use path, the installation of 12-foot LED pedestrian lighting, and associated ADA ramp upgrades. Administered under the Local Agency Program with Broward MPO funding, the project required full compliance with Florida Greenbook Standards and FDOT LAP protocols. Civil Works Incorporated engaged PRESWERX to support the competitive pursuit through proposal development, presentation design, and presentation coaching.

Client Challenges
Competing for a federally administered LAP project required the team to demonstrate both technical depth and procedural fluency across a narrow submission window. Key challenges included:
Communicating a technically complex, multi-discipline scope, encompassing survey, design, environmental assessment, and public involvement, as a single cohesive story
Differentiating the team in a competitive field where all respondents were required to meet the same federal compliance and licensing standards
Preparing for a live selection interview with messaging that translated technical qualifications into community value for a municipal audience
Aligning a multi-firm team around a unified narrative under compressed proposal timelines
Success depended on presenting a technically credible team with a compelling, client-centered story, not just a compliant submittal.

Scope of Work
PRESWERX delivered a full pursuit support package for the Sherman Circle Jodi Lane pursuit. The team developed the written proposal, crafting narrative content that positioned the client's technical capabilities, LAP experience, and local knowledge within the context of the City of Miramar's community connectivity goals. PRESWERX designed and produced the selection presentation, building a visual story that organized the multi-discipline scope, highlighted the team's environmental and ADA compliance experience, and communicated the project approach in clear terms for a municipal review panel. Presentation coaching prepared the client's spokespersons to deliver with confidence, handle technical questions, and project the kind of collaborative, community-focused posture the selection committee was looking for.

PRESWERX Approach
PRESWERX approached this engagement as a strategy problem first and a production problem second. The pursuit demanded a narrative that bridged federal compliance requirements with the City's broader vision for pedestrian safety and community connectivity. Specific actions included:
Developing proposal language that framed the client's LAP experience, environmental assessment capabilities, and multi-agency coordination history as direct answers to the City's stated project goals
Designing a presentation structure that moved from project context and community benefit into technical methodology, keeping the municipal audience engaged before introducing regulatory complexity
Running focused coaching sessions that sharpened the team's delivery, aligned messaging across presenters, and prepared them to address likely panel questions with clarity and confidence
The result was a team that entered the selection process with a polished, consistent story and the presentation skills to back it up.
Results Delivered
PRESWERX delivered a complete pursuit package built to meet the standards of a federally administered, competitively negotiated selection. Each deliverable was calibrated to the specific requirements of the LAP procurement process and the City of Miramar's evaluation criteria.
The proposal presented the client's technical qualifications and LAP compliance experience in a clear, organized narrative, giving evaluators a compelling and easy-to-score submittal
The selection presentation translated a multi-discipline project scope into a concise visual story that spoke to both the technical review panel and the community-focused goals of the City Commission
Coaching sessions produced a confident, well-rehearsed team with unified messaging and strong answers to anticipated questions about LAP process, environmental requirements, and project schedule
The client entered the selection with every element of their pursuit polished, practiced, and ready to perform.
