Project Overview

The client pursued a Program Management services contract with Sequoia Union High School District, a San Mateo County district serving nearly 10,000 students annually across a complex portfolio of campuses. The district operated four comprehensive high schools, a STEAM-focused academy, a continuation school, an adult education program, and multiple charter school partnerships, each with distinct programming and capital needs. Representing a significant and operationally diverse educational system, the pursuit called for a proposal that could communicate a coherent program management strategy across this breadth of facilities. The client engaged PRESWERX to develop a pursuit package that presented their qualifications and approach with clarity and impact.

Client Challenges

The client faced a competitive selection for a public agency with a broad, multi-campus portfolio, requiring a proposal that addressed diverse program types and capital needs in a single cohesive story:

  • Communicating a clear program management strategy across four high schools, specialty academies, and charter programs

  • Differentiating the team in a competitive field of experienced program managers

  • Building a narrative accessible to a public agency, non-technical owner audience

A compelling submission required strategic focus and a confident command of the district's organizational complexity.

Scope of Work

PRESWERX developed a full proposal package in support of the client's pursuit of the Sequoia Union High School District program management contract. The scope included proposal writing and content development tailored to the district's specific organizational structure and capital program needs. Written sections addressed the client's methodology, relevant project experience, and team qualifications, each framed to resonate with a public agency procurement panel. Page layouts and graphics reinforced the client's capabilities and provided a polished, submission-ready document that clearly communicated depth of experience and readiness to manage a complex, multi-site district program.
