Project Overview

The South District Wastewater Treatment Plant (SDWWTP), located adjacent to Blackpoint Marina in South Miami-Dade County, stood at the center of a $660 million Ocean Outfall Legislation compliance program. The program encompassed nine construction and rehabilitation projects designed to upgrade treatment capacity, achieve state-mandated High Level Disinfection standards, and modernize the county's aging wastewater infrastructure. A Consent Decree imposed strict completion deadlines, raising the stakes on every phase of procurement and delivery. To pursue a key design role on this high-profile program, the client engaged PRESWERX to develop proposal documents, architectural renderings, and animated visualizations that could communicate the team's technical vision with clarity and authority.

Client Challenges

The client faced a technically complex pursuit in one of Florida's most closely watched infrastructure programs, with a public agency owner and a Consent Decree driving every timeline:

  • Presenting a nine-project, $660 million infrastructure program as a coherent, readable narrative for a public agency evaluation panel

  • Translating complex wastewater treatment processes into visuals that non-technical evaluators could follow and trust

  • Demonstrating construction sequencing and design intent before any physical work had begun

  • Standing out in a competitive field where technical qualifications alone would not carry the submission

Each challenge pointed to the same requirement: a proposal package that was structured, visual, and built for a broad audience.

Scope of Work

PRESWERX delivered a comprehensive pursuit package built around three core deliverables tailored to the SDWWTP program. The proposal documents organized the client's qualifications, project approach, and team narrative into a structured submission aligned with Miami-Dade County's evaluation criteria. Architectural renderings depicted the upgraded treatment facilities with enough detail to give evaluators a concrete sense of the proposed design before construction began. Animated visualizations brought the plant's operational processes to life, translating a technically dense wastewater treatment program into a clear, accessible visual story. Together, the three deliverables formed a cohesive submission package calibrated to the scale and public visibility of the program.

PRESWERX Approach

PRESWERX treated the engagement as a storytelling challenge, converting the client's engineering expertise into a visual and narrative form suited to a public agency evaluation.

  • PRESWERX collaborated with the engineering team to translate process diagrams and phasing plans into proposal language accessible to non-technical evaluators without sacrificing technical substance

  • Custom renderings reflected the specific site conditions at Blackpoint Marina and the design intent of each treatment facility upgrade

  • Animations were sequenced to walk evaluators through each treatment step in order, giving the client's technical narrative a clear visual foundation
