Project Overview

The City of Sanford issued a Request for Qualifications to establish a continuing contract roster for construction management services under the Consultant Competitive Negotiation Act. Work task authorizations under the contract were bounded by the financial thresholds established in Florida Statutes Section 287.055. The procurement drew a competitive field of qualified firms, each making a case for inclusion on a roster that would serve the City's ongoing construction program. The client engaged PRESWERX to develop the proposal package, ensuring the submission reflected the team's depth, public-sector experience, and readiness to deliver at the task-authorization level.

Pursuing a continuing contract roster meant competing on qualifications alone, with no single project to anchor the narrative:

  • Presenting a broad construction management portfolio as a unified story rather than a list of past projects

  • Demonstrating familiarity with CCNA procurement requirements and the City's program structure

Scope of Work

PRESWERX developed a complete qualifications-based proposal submission for the client in response to the City of Sanford's Request for Qualifications for a continuing construction management contract. The scope included structuring the written narrative to respond to each RFQ evaluation criterion, curating and framing the team's project experience to prioritize public-sector construction management work most relevant to the City's program, and producing a formatted submission document that met the standards of a competitive CCNA procurement. PRESWERX coordinated content development across the client team to ensure consistency in messaging and a cohesive presentation throughout the package.
