Project Overview

The San Carlos Pumping Station was a $9 million design-build rehabilitation project for the City of Tampa, Florida. Originally placed into service in 1981, the station required replacement of aging pumps, motors, discharge valves, electrical controls, and flow meters, along with new systems for odor control, wet well screenings management, and backup power. The redesigned station needed to handle peak wet weather flows of 38,000 GPM. PRESWERX supported the client's pursuit with a complete package of materials including a structured proposal, architectural renderings, animations, and a custom film to communicate the technical scope and approach to the selection committee.

Client Challenges

Communicating a technically complex infrastructure scope to a municipal selection committee required more than standard engineering submittals:

  • Multiple interconnected systems made it difficult to present the rehabilitation as a single cohesive story without strong visual support.

  • The design-build delivery method required the client to demonstrate coordinated planning across design, phasing, and operations.

  • A competitive procurement demanded materials capable of reaching both technical and non-technical reviewers on the selection committee.

Every element of the pursuit package needed to work together to support a clear, credible case for the client's approach.

Scope of Work

PRESWERX delivered a full pursuit package for the San Carlos Pumping Station design-build competition. The scope included a structured proposal organized around the City of Tampa's procurement requirements, architectural renderings that illustrated proposed facility improvements and equipment configurations, animations that brought the rehabilitation approach to life for a non-technical audience, and a custom film that distilled the client's qualifications and technical methodology into a compelling visual presentation. Each deliverable was developed to function both independently and as part of a unified submission, giving the client a consistent and professional presentation throughout the selection process.
