Project Overview
The Prado Dam Spillway Modification Project was a $500 million infrastructure initiative commissioned by the U.S. Army Corps of Engineers in Riverside County, California. The project required critical safety modifications to Prado Dam, which had been designated Dam Safety Action Classification 2, indicating very high incremental risk of failure and a need for immediate corrective action. Procured through a Best Value Trade-off method using an Integrated Design and Construction delivery structure, the pursuit demanded clear, precise communication of complex engineering solutions. PRESWERX supported the client across the full pursuit, delivering a proposal, presentation design, coaching, renderings, and animations.

Client Challenges
The client faced a high-stakes competitive pursuit for a technically complex dam safety project, where communicating engineering rigor and execution readiness was critical:
A $500 million remediation scope with federal dam safety designations required a narrative that linked technical approach to the urgency of immediate action
The Best Value Trade-off procurement placed significant weight on the clarity and differentiation of the team's written and visual materials
A live selection presentation required confident, consistent delivery from a team steeped in the project's technical details
These challenges called for a pursuit partner who could bring the story together across every format.

Scope of Work
PRESWERX delivered a comprehensive pursuit package tailored to the demands of a federal Best Value evaluation. The team developed a full proposal aligned to the Best Value Trade-off criteria, structuring the narrative to address both technical merit and team qualifications in a way that was clear and compelling. Custom renderings and animations translated the dam modification scope into visuals that gave evaluators an accurate picture of the approach before construction began. A presentation was designed around the project's most critical themes, and PRESWERX provided direct coaching to prepare the client's team for the live selection event.

PRESWERX Approach
PRESWERX treated the Prado Dam pursuit as a single integrated story rather than a set of independent deliverables:
Built the proposal narrative around the dam's DSAC 2 designation, connecting the client's technical approach to the urgency of immediate corrective action
Produced renderings and animations that made the modification scope visible and credible to evaluation panels
Designed a selection presentation around the client's key differentiators and provided focused coaching to sharpen delivery
Every deliverable was aligned to reinforce the same core message.
Results Delivered
PRESWERX delivered a complete pursuit package held to the standard of a federal Best Value evaluation:
The proposal structured the client's technical approach in a narrative aligned directly to the evaluation criteria, making a complex engineering scope accessible to reviewers
Renderings and animations gave evaluators a clear visual understanding of the modification work before construction began
Presentation coaching prepared the team to deliver their story with consistency and confidence through every round of the selection process
The client entered the selection fully prepared, backed by a pursuit package that reflected the depth of their capabilities.
