Project Overview

The Port of Oakland embarked on a comprehensive initiative to develop a Sustainability Management Plan that would serve as a long-term roadmap for environmental stewardship across its Airport, Seaport, and Commercial Real Estate business lines. Valued at over $3.6 million, the engagement required a consultant team to address a broad range of sustainability categories, from climate resilience and air quality to water conservation and environmental justice, while meeting federal compliance requirements including FAA Airport Sustainability Guidelines and Executive Order 14008. The client engaged PRESWERX to support the pursuit with full-service proposal development and presentation services.

Client Challenges

Competing for a complex, multi-disciplinary sustainability contract required the client to communicate deep technical expertise across a wide range of environmental disciplines while demonstrating organizational cohesion:

  • Presenting a unified, credible story across aviation, seaport, and commercial real estate sustainability planning in a single proposal narrative

  • Demonstrating the required 10 years of technical expertise and satisfying strict qualification submission requirements without appearing generic

  • Aligning the proposal with federal mandates, including FAA sustainability guidelines and Executive Order 14008, in a way that read as informed rather than formulaic

  • Preparing the team to present confidently to evaluators in a live selection setting

Taken together, these challenges demanded both strategic proposal writing and polished presentation preparation to position the client as the clear technical and organizational choice.

Scope of Work

PRESWERX delivered a full pursuit support package tailored to the Port of Oakland's multi-sector sustainability scope. The team produced a complete proposal document built around the Port's submission requirements, with narrative content structured to address each mandatory expertise area and federal compliance element. A professionally designed presentation was developed to support the client's interview with the selection committee, incorporating the breadth of the firm's sustainability credentials across aviation and campus-scale facility planning. Presentation coaching sessions prepared the client's spokespersons to deliver their content with clarity and authority. Supporting visual production, including renderings and animations, reinforced the technical quality of the team's vision for the engagement.

  • Conducted presentation coaching focused on fielding technical questions under pressure, tightening delivery timing, and projecting team confidence in the live interview setting

The result was a fully integrated pursuit package in which the proposal, presentation, and coaching reinforced one another and prepared the client's team for every stage of the evaluation process.
