Project Overview
The Texas Facilities Commission (TFC) sought a Design-Build team to deliver a new $25 million state office flex space building on State Highway 130 in Pflugerville, Texas. The project was procured under Texas Government Code Chapter 2269, Subchapter G, a qualifications-based selection process that required competing teams to demonstrate both technical competency and design capability in a single, cohesive submission. The client engaged PRESWERX to develop the written proposal, build the interview presentation, and coach the team for the live selection process.

Client Challenges
Competing for a state Design-Build contract required the client to communicate a complex scope to a non-technical panel under strict procurement rules:

Scope of Work
PRESWERX supported the client's pursuit with three integrated services. The team developed the written proposal, structuring the qualifications narrative to address TFC's evaluation criteria while presenting the client's Design-Build approach in clear, compelling terms. PRESWERX also designed and produced the interview presentation, translating the client's technical and design qualifications into a visual story suited for a state panel review. Finally, PRESWERX delivered presentation coaching to prepare the client's interview team, refining talking points, pacing, and individual delivery so every speaker could engage the selection panel with clarity and confidence.
