Project Overview

Spartanburg County commissioned the construction of a new Pet Resource Center in Spartanburg, South Carolina, a $17,600,000 facility designed to modernize animal care services for the region. The project called for a purpose-built building with dedicated spaces for animal intake, adoption, veterinary care, and community programming. To compete for this public-sector project, the client needed a pursuit package that communicated the full scope and vision of the facility in a clear, compelling way. PRESWERX supported the pursuit by developing proposal content, a polished presentation, and targeted coaching to prepare the team for the selection process.

The client faced a multi-layered pursuit challenge: communicating a complex, community-focused facility scope to a public-sector owner with high expectations for both design quality and community impact.

Scope of Work

PRESWERX developed a comprehensive pursuit package for the Pet Resource Center project. The team produced a written proposal tailored to Spartanburg County's evaluation criteria, organizing the client's qualifications and project approach into a narrative that directly addressed the owner's priorities for community service and facility function. PRESWERX also developed the selection presentation, structuring the content to guide evaluators through the project vision, team capabilities, and execution plan. Presentation coaching sessions followed, preparing the client's personnel to speak confidently to the project's goals, respond to anticipated questions, and deliver a consistent message across all presenters.

PRESWERX Approach

  • Researching Spartanburg County's program goals to ground every document in owner-specific language and evaluation priorities

  • Building a presentation structure that walked evaluators through a clear project narrative rather than a list of qualifications

  • Coaching individual presenters on delivery, message consistency, and response strategies for anticipated questions

The result was a cohesive, owner-aligned pursuit package that gave the client's team a clear competitive position going into the selection.
