Project Overview

The Peace River Manasota Regional Water Supply Authority sought to expand the Peace River Facility in Arcadia, Florida by 24 million gallons per day of FDEP-permitted treatment capacity. The project was procured through a Progressive Design-Build delivery model, requiring a qualified team to manage preconstruction services and final design and construction as a single, integrated effort. The scope demanded a strong Statements of Qualifications package capable of communicating complex infrastructure improvements to a technical review board. PRESWERX partnered with the client to develop pursuit-ready graphics, renderings, and proposal materials for the competitive qualification effort.

Client Challenges

Pursuing a Progressive Design-Build qualification for a major public water infrastructure expansion presented the client with interconnected challenges:

  • Communicating a complex 24 MGD capacity expansion as a clear, cohesive story for a public agency review board

  • Visualizing infrastructure improvements and design intent before construction began

  • Differentiating the team in a competitive field of qualified Design-Build firms

  • Assembling an SOQ package that met the detailed submission standards of a public authority procurement

The pursuit required materials that could convert technical depth into selection-ready clarity.

Scope of Work

PRESWERX developed a full suite of pursuit materials for the client's SOQ submission for the Peace River Facility expansion. The team produced proposal graphics and page layouts organized to the Progressive Design-Build submission format, presenting technical information with visual precision. Renderings illustrated the proposed facility expansion, bringing the design vision to life before construction began. Animations gave the review panel a dynamic, three-dimensional view of the improvements, communicating scale and design intent in a way that static graphics could not. Together, the deliverables formed a cohesive pursuit package built around clarity and visual impact.

PRESWERX Approach

PRESWERX approached the project as a strategic communications partner, aligning every deliverable with the specific expectations of a public agency Progressive Design-Build evaluation:

  • Reviewed the procurement scope and submission requirements to calibrate graphics to what the review board would evaluate

  • Developed renderings and animations that made the facility improvements visually concrete before construction

  • Designed proposal graphics and layouts that organized technical content into a clean, reviewable narrative

The result was a pursuit package where each element reinforced the client's technical credibility and presentation readiness.

Results Delivered

PRESWERX delivered a complete pursuit graphics package, held to the standard of a high-stakes public infrastructure SOQ:

  • Renderings gave the client a compelling visual representation of the 24 MGD facility expansion, making abstract infrastructure improvements concrete and review-ready

  • Animations provided the review panel with a dynamic walkthrough of the proposed improvements, reinforcing design quality and project vision

  • Proposal graphics and layouts brought structure and visual consistency to the submission, ensuring the client's technical narrative read clearly from cover to close

The client entered the selection process with polished, publication-ready materials and a pursuit package built to perform.
