Project Overview
Orlando Health launched a major healthcare expansion across three Central Florida campuses, and the client was engaged to lead program and project management services for the effort. The program encompassed three new hospitals: a 160-bed facility of up to 300,000 SF in Lakeland Highlands, a 90-bed facility of up to 235,000 SF in Osceola, and a 100-bed facility of up to 275,000 SF in Wiregrass Ranch. Each campus required comprehensive sitework, structured parking, heliport infrastructure, and utility systems. PRESWERX developed proposal materials to support the client's pursuit of this multi-site program management contract.

Client Challenges
The client needed to present a credible, unified story for a complex, multi-site hospital program spanning three distinct Central Florida campuses:
Communicating a phased, multi-campus scope as a single cohesive program rather than three disconnected projects.
Demonstrating site efficiency across each hospital campus, where land constraints required careful planning to minimize developed acreage.
Differentiating the team's experience and approach in a competitive field of program management firms pursuing a high-profile healthcare owner.
The client needed proposal materials that made a complex program feel manageable and the team's approach feel purpose-built for Orlando Health's specific goals.

Scope of Work
PRESWERX developed proposal materials for the client's pursuit of Orlando Health's program and project management services contract. The work centered on translating a three-hospital, multi-campus program into a coherent, persuasive submission. PRESWERX organized the scope narrative around each campus's unique program requirements, including facility size, site constraints, parking ratios, and phased utility infrastructure. Materials were developed to reflect the client's approach to each site and the overall program strategy. The final submission gave the client a well-structured, complete proposal that addressed the owner's RFQ requirements for program management across all three hospital campuses.

PRESWERX Approach
PRESWERX treated the proposal as a program management narrative in miniature: each campus had to be addressed individually, and the three had to read as one cohesive program strategy.
Organized the scope narrative by campus, drawing out the specific sitework, parking, and infrastructure requirements for each hospital to demonstrate sitelevel command.
Developed program-level messaging that unified the three campuses under a single approach, showing the client's ability to manage scale and sequencing across the full Orlando Health expansion.
Structured the submission to address the RFQ's program management requirements directly, ensuring each section mapped to the owner's stated evaluation criteria.
The result was a submission that clearly positioned the client as a team with both the site-level detail and the program-wide perspective the engagement demanded.
Results Delivered
PRESWERX produced a complete proposal package that gave the client a polished, well-structured submission for a complex, multi-site healthcare program.
The scope narrative for each campus presented facility size, site constraints, parking requirements, and phased infrastructure in clear, organized terms, demonstrating the team's command of the program's moving parts.
The program-level framing unified the three hospitals into a single narrative, giving the owner a clear picture of how the client intended to manage the full expansion.
The finished submission addressed the RFQ requirements with specificity, positioning the client as a team prepared to deliver consistent, coordinated program management across all three Orlando Health campuses.
The client entered the selection process with a thorough, confident submission that reflected both the complexity of the program and the depth of the team's approach.
