Project Overview

The Hampton Roads Sanitation District pursued a $308 million upgrade to the Nansemond Treatment Plant in Virginia Beach, Virginia, the second phase of Advanced Nutrient Reduction Improvements for one of the region's most critical water infrastructure assets. The project required designing, constructing, and commissioning upgrades to increase the plant's treatment capacity to handle combined wastewater flows from the Nansemond and Boat Harbor service areas, while maintaining the ability to discharge to surface water and reliably meet SWIFT influent water quality targets. PRESWERX supported the client's pursuit with presentation development, presentation coaching, renderings, and animations.

Client Challenges

The client needed to communicate a technically complex, large-scale water infrastructure pursuit to a sophisticated public utility owner with demanding water quality and operational requirements: 

  • Translating a highly technical treatment plant upgrade, involving nutrient reduction, capacity expansion, and SWIFT water quality compliance, into a clear, confident pursuit narrative. 

  • Visualizing industrial water treatment infrastructure in a way that conveyed the scope and precision of the upgrade to an owner deeply familiar with the facility's operational demands. 

  • Preparing the team to deliver a polished, technically credible live presentation to Hampton Roads Sanitation District evaluators for a $308 million design-build engagement. 

The client needed pursuit materials and coaching calibrated to the technical depth and strategic stakes of a major public water infrastructure pursuit.

Scope of Work

PRESWERX developed a full pursuit package for the client's pursuit of the $308 million Nansemond Treatment Plant upgrade. The work included a custom presentation built around the plant's capacity expansion requirements and the client's design-build approach to meeting SWIFT water quality targets. PRESWERX produced renderings and animations to visualize the treatment plant improvements, giving the owner a concrete picture of the upgraded facility and its operational capabilities. Presentation coaching prepared the client's team for the live selection interview with Hampton Roads Sanitation District, ensuring the team could speak with precision and confidence on the project's most complex technical requirements.

  • Coached the client's team on delivery and messaging, with particular focus on the technical questions HRSD evaluators would likely raise on treatment capacity, water quality performance, and construction phasing. 

The result was a prepared team backed by pursuit materials built to the standard of a $308 million public infrastructure engagement.
