Project Overview

The Minneapolis-Saint Paul International Airport project represented the Metropolitan Airports Commission's nearly $4,300,000,000 system-wide Capital Improvement Plan for the period 2024 through 2030, in Fort Snelling, Minnesota. The multi-year program encompassed a wide range of airside projects, from deicing pad improvements to taxiway reconstruction, across one of the nation's major hub airports. Successfully executing a program of this scale and complexity required consultants with deep experience in complex airfield environments. PRESWERX supported the client's pursuit by developing the proposal to position the team's qualifications for the MAC consulting services selection.

Client Challenges

A $4.3 billion capital improvement program at a major hub airport is among the most technically demanding consulting pursuits in the aviation industry. The client faced specific challenges: 

  • Presenting qualifications across a diverse airside program spanning multiple project types, from deicing infrastructure to taxiway reconstruction, as a single, coherent submission 

  • Demonstrating the depth of experience required for complex, FAA-regulated airfield environments over a six-year program horizon 

  • Standing out in a specialized, competitive consulting market where most firms can point to airport experience 

The proposal had to convey both technical depth and program-level thinking to be competitive for an engagement of this scope.

Scope of Work

PRESWERX developed the pursuit proposal for the Metropolitan Airports Commission's consulting services selection. The proposal covered the client's qualifications and approach to a six-year, system-wide capital improvement program at Minneapolis-Saint Paul International Airport, addressing the full range of airside project types included in the CIP. Content was organized to meet MAC's procurement format and evaluation criteria, presenting the client's experience with complex airfield environments, project- specific technical depth, and program management capability in a clear and compliant structure. Every section was written to align with how MAC evaluators would assess the submission and prioritize consultant selection.

PRESWERX approached the proposal knowing that a program of this scale required more than a qualifications recitation: MAC needed confidence in a team capable of supporting multiple concurrent airside projects over six years. 

  • Structured the proposal to reflect the program's breadth, addressing individual project types and the client's capacity to support a system-wide CIP 

  • Developed technical narrative sections demonstrating specific airfield experience in language aligned with MAC's evaluation criteria 

  • Organized the submission for clarity and compliance with the commission's procurement format 

The result was a proposal built for how MAC evaluates consulting partners, not just for minimum compliance.

Results Delivered

PRESWERX delivered a complete, submission-ready proposal calibrated to MAC's consulting services evaluation for a $4.3 billion airport capital program. 

  • The proposal presented the client's qualifications across a diverse airside program in a clear, evaluator-friendly structure 

  • Technical narrative sections demonstrated specific experience in complex, FAAregulated airfield environments aligned with the CIP scope 

  • The submission reflected the program's six-year horizon and the depth of consulting support MAC required
