Project Overview

The Oklahoma Department of Mental Health and Substance Abuse Services pursued a Construction Manager for a new $130 million mental health hospital on the Oklahoma State University Oklahoma City campus, near the intersection of Reno and Portland in Oklahoma City. The facility was planned to serve 275 adult beds and 55 children's beds, representing a significant expansion of the state's behavioral health infrastructure funded through a combination of ARPA funds, property sales, donations, and appropriations. The procurement was structured in phases, with initial authorization covering Phase 1 pre-construction CM services. The client engaged PRESWERX to produce renderings, animations, and a presentation, and to prepare the team through coaching for the live selection event.

Client Challenges

Competing for a state-funded behavioral health hospital contract presented a set of challenges that went well beyond standard healthcare construction credentials: 

  • Visualizing a specialized behavioral health facility for a state agency owner, where the design of patient environments carries clinical and therapeutic significance that general hospital imagery does not capture. 

  • Communicating the team's readiness to begin Phase 1 pre-construction services immediately while also demonstrating the depth of experience needed to carry a $130 million project through full delivery. 

  • Preparing for a state agency interview where evaluators would scrutinize the team's understanding of behavioral health facility requirements, phased procurement structures, and the sensitivity of the population the building would serve. 

The pursuit required a package that honored both the technical complexity and the human significance of this project.

Scope of Work

PRESWERX produced renderings, animations, and a structured presentation for the client's pursuit, then ran coaching sessions ahead of the live interview. Renderings depicted the proposed behavioral health hospital on the OSU Oklahoma City campus, capturing the facility's scale and its relationship to the surrounding site. Animations provided a dynamic view of the building and key patient care environments, conveying the therapeutic character of the spaces and how the adult and children's programs would be organized within the facility. The presentation was structured to lead with the team's behavioral health and healthcare construction experience, then move into their specific approach for the phased CM procurement. Coaching prepared each presenter to address the state agency's likely questions with depth and clarity.

PRESWERX Approach

PRESWERX treated this pursuit as a mission-driven project where the visual and narrative choices needed to reflect the purpose of the facility, not just its construction scope. The approach centered on three priorities: 

  • Developed renderings and animations that depicted behavioral health patient environments with the therapeutic sensitivity the owner expected, differentiating the visuals from generic hospital imagery. 

  • Structured the presentation to address the phased procurement directly, making clear that the team was prepared to deliver immediate value in Phase 1 while positioning for the full project. 

  • Ran coaching sessions focused on state agency interview dynamics, preparing the team to speak with authority on behavioral health facility requirements and the funding complexity of an ARPA-supported project. 

Every element of the package was built to reflect the gravity of a project that would directly affect some of Oklahoma's most vulnerable residents.

Results Delivered

PRESWERX delivered a complete pursuit package calibrated to the demands of a state behavioral health procurement. Each deliverable addressed a specific evaluator need: 

  • Renderings and animations gave the state owner a thoughtful visual picture of the proposed facility, with patient environment imagery that reflected the therapeutic mission of the building rather than a standard hospital aesthetic. 

  • A structured presentation that addressed the phased CM procurement, the adult and children's bed programs, and the team's readiness to begin pre-construction services, giving evaluators a clear and confident account of the client's approach. 

  • A coached team that entered the state agency interview prepared to speak with specificity and care about a project carrying significant public health stakes for the people of Oklahoma. 

The client entered the selection process with materials that were technically strong, mission-aware, and built to compete.
