Project Overview
Maricopa County undertook the development of a new 140,000-square-foot elections facility in Phoenix, Arizona. The facility encompassed a dedicated warehouse component, underbuilding parking for 200 to 300 vehicles, and truck loading and staging areas to support the operational demands of a major county elections department. Adjacent county-owned parcels to the west were developed for additional surface parking and truck staging, expanding the site capacity to meet long-term needs. The project required a team capable of communicating a complex public facility program at the highest level. PRESWERX partnered with the client to build a complete pursuit package for the selection process.

Client Challenges
The client needed to communicate a technically complex, large-scale public facility program to evaluators who required clarity and credibility above all else:
Translating a dense program covering elections operations, warehousing, and large-scale vehicle logistics into a clear and unified story for a public agency audience
Differentiating the team in a competitive public procurement where multiple qualified firms were expected to submit
Producing visual content that conveyed design quality and operational readiness before construction began
Preparing the client's leaders for a high-stakes live selection presentation with a county evaluator panel
Without a cohesive narrative and strong visual support, technical qualifications alone were not enough to separate the team from the field.

Scope of Work
PRESWERX produced a comprehensive suite of pursuit materials tailored to the scale and public nature of the project. The team developed a full written proposal that organized the client's qualifications and approach into an evaluator-ready narrative. Custom renderings brought the 140,000-square-foot facility to life, illustrating the site layout, building design, and vehicle logistics that defined the program. Animated content gave evaluators a dynamic view of the project's operational scope. A full presentation was built to carry the client's story through the live interview, and presentation coaching prepared the team to deliver it with precision and confidence.
