Project Overview

Madison County, North Carolina set out to replace its historic 1907 courthouse with a new $60 million judicial complex, part of a broader multi-facility campus planned for a 60-acre county-owned site in Marshall. The program included a Public Safety Judicial Center with courtrooms, judge's chambers, offices for the District Attorney and Clerk of Court, county department offices, a Veterans Memorial, a maintenance facility, and a community parks and recreation complex. The project was structured as a design-build delivery, with an estimated completion timeline extending to 2030. The client engaged PRESWERX to develop the proposal that would position their design-build team for this significant civic procurement.

Client Challenges

A design-build pursuit for a county judicial complex demands more than a list of credentials. The client faced a set of challenges specific to this procurement: 

  • Communicating a multi-facility, multi-phase campus vision to a county owner with limited experience managing large design-build procurements. 

  • Addressing the specific programmatic complexity of a judicial complex, where courthouse operations, public access, security, and administrative functions all require careful separation and integration. 

  • Differentiating the design-build team in a competitive selection where the county would weigh qualifications, approach, and the team's demonstrated understanding of the project's civic significance. 

The proposal needed to build confidence in the team's ability to deliver a complex civic project from design through construction over a multi-year program.

Scope of Work

PRESWERX developed a complete proposal in response to Madison County's designbuild solicitation for the Judicial Complex. The document addressed the county's stated program requirements across all facility types, including the Public Safety Judicial Center, supporting county offices, Veterans Memorial, and recreation components. PRESWERX organized the proposal to demonstrate the team's design-build experience, their understanding of judicial facility requirements, and their approach to managing a phased, multi-structure delivery on a greenfield county site. The response was structured to speak directly to a county selection committee, balancing technical depth with clear, accessible language appropriate for a public owner.

PRESWERX Approach

PRESWERX treated this proposal as both a technical compliance exercise and a trustbuilding document for a local government owner. Three priorities shaped the work: 

  • Organized the response around the county's specific program and site context, making it clear the team had studied the project rather than adapted a generic submission. 

  • Addressed the functional requirements of judicial facilities directly, including separation of public, staff, and secure circulation, to demonstrate the team's familiarity with courthouse design-build delivery. 

  • Framed the multi-facility campus vision in terms of long-term community benefit, connecting the team's approach to the county's goals for civic infrastructure through 2030 and beyond. 

The proposal reflected the care and specificity a county owner expects when entrusting a team with a once-in-a-generation civic project.

Results Delivered

PRESWERX produced a complete, submission-ready proposal that addressed every dimension of Madison County's design-build solicitation. The deliverable gave the client clear advantages heading into the selection: 

  • A well-structured, county-specific response that demonstrated project understanding and reduced the evaluator's effort in assessing the team's qualifications. 

  • Clear treatment of judicial facility requirements that signaled the team's expertise to a county owner who needed confidence in their design-build partner's knowledge of this building type. 

  • A professionally presented document that held up against the civic significance of the project, positioning the client as a credible, prepared team for a high-profile public procurement. 

The client entered the selection process with a proposal worthy of the project's scale and the community it would serve.
