Project Overview
The City of Lauderhill Police Department launched a comprehensive automated school zone speed detection program to improve pedestrian and student safety across multiple school zones throughout the city. The program required a fully managed, turnkey technology solution that would handle everything from traffic studies and site selection through equipment installation, violation processing, and legal compliance. RedSpeed USA engaged PRESWERX to develop the pursuit materials needed to communicate the full breadth of this complex, multi-site program as a cohesive and compelling proposal to the City. PRESWERX supported the client in presenting a solution that addressed every operational, statutory, and community requirement outlined in the procurement.
Client Challenges
The procurement required the client to communicate a technically dense, multi-layered scope to a public safety audience with zero margin for ambiguity:
Translating a highly detailed, statute-driven scope into a clear, accessible proposal for a law enforcement and municipal audience.
Differentiating the client's end-to-end solution, covering hardware, software, violation processing, legal support, and community outreach, as a single unified program.
Demonstrating compliance with Florida-specific statutes (316.1896, 316.1906) and FLHSMV requirements while maintaining a persuasive and readable document.
Conveying the client's zero-cost-to-the-City model and full liability assumption in a way that built confidence and reduced perceived risk for the procuring agency.
Each challenge pointed to the same need: a pursuit document that matched the sophistication of the solution and the expectations of a public safety agency.
Scope of Work
PRESWERX developed a full suite of pursuit documentation for the Lauderhill School Zones procurement. This included a written proposal narrative that organized the client's technical capabilities, statutory compliance framework, and community engagement plan into a cohesive response structure aligned with the City's requirements. PRESWERX crafted content that clearly articulated the client's LiDAR-based detection platform, automated violation processing workflow, web-based portals for both the public and the Police Department, and the client's full assumption of costs, liability, and maintenance obligations. Supporting materials were developed to reinforce the client's experience, regulatory standing as an approved FLHSMV eCitation vendor, and its track record managing similar school zone safety programs.
PRESWERX Approach
PRESWERX treated this pursuit as a public safety communication challenge as much as a technical one. The strategy centered on making a complex, regulation-dense solution feel clear, credible, and low-risk to the evaluating agency:
Restructured the client's program details around the City's stated priorities, leading with the zero-cost model, full liability coverage, and 72-hour maintenance commitment to directly address the City's risk concerns.
Translated Florida statutory requirements (316.1896, 316.1906) from technical obligations into clear demonstration points showing the client's readiness for full regulatory compliance from day one.
Framed the community engagement plan, including the 30-day public education phase, school outreach coordination, and public commission presentations, as evidence of a partner invested in the program's long-term success, not just contract execution.
The result was a proposal that reflected the client's expertise while directly addressing the concerns of a public safety decision-maker evaluating a program with real community and legal implications.
