Project Overview

North Carolina State University's Wood Residence Hall complex, constructed in 1983, comprised three connected buildings totaling 114,400 gross square feet in Raleigh, North Carolina. The aging two-pipe HVAC system had reached the end of its useful life, creating reliability and comfort challenges for the campus community. The project called for a full conversion to a modern four-pipe system to deliver simultaneous heating and cooling capacity with greater operational efficiency. With a project value of $8,000,000, the scope required a technically rigorous and well-organized proposal. PRESWERX was engaged by the client to develop the pursuit package.

The client needed to present a technically complex mechanical systems upgrade as a clear, decision-ready proposal for a competitive bid:

  • Translating a multi-building HVAC conversion scope into a narrative that non-technical reviewers could evaluate alongside technical criteria

  • Differentiating the team in a competitive bid for a highly specific infrastructure project

  • Communicating the operational benefits of the two-pipe to four-pipe conversion without losing the broader story of campus reliability

  • Addressing North Carolina State University's concerns around schedule, budget, and disruption to occupied residential buildings

Each of these challenges called for a proposal that was technically precise and strategically organized.

PRESWERX developed the full proposal package for the client's pursuit of the Wood Residence Hall HVAC Upgrades project. The team produced written narrative content that framed the four-pipe system conversion in terms of long-term performance and campus reliability for North Carolina State University. PRESWERX structured the submission to address the technical complexity of working across three connected buildings simultaneously, while emphasizing the client's approach to minimizing disruption to residential operations.
