Project Overview
The City of Hutto sought to expand its South Wastewater Treatment Plant to a capacity of 6 million gallons per day, responding to rapid population growth in this fast-developing community northeast of Austin. The expansion represented a major public infrastructure investment, requiring a contractor with proven experience in complex water and wastewater systems and the ability to perform on an active facility. The client, a national heavy civil contractor, pursued this competitive public selection and engaged PRESWERX to build a pursuit strategy that communicated their technical depth, local commitment, and project-specific approach to a discerning public owner.

Client Challenges
Pursuing a public wastewater infrastructure project demands more than a strong technical record. The client faced several distinct challenges going into the selection:
Translating a technically complex treatment facility expansion into a narrative a non-engineering selection committee could evaluate with confidence
Visualizing a facility that did not yet exist, making the proposed scope tangible and credible for reviewers unfamiliar with construction processes
Differentiating a national contractor in a local public bid environment where community investment and relationship are weighed alongside technical qualifications
Preparing the pursuit team to deliver a cohesive, confident performance under the pressure of a live selection interview
Together, these challenges called for a pursuit approach that was both technically rigorous and compellingly told.

Scope of Work
PRESWERX delivered a full pursuit package for the client's bid on the Hutto South WWTP expansion. The team produced a written proposal that organized the client's technical approach, project team credentials, and relevant experience into a focused, owner-centered narrative. PRESWERX developed detailed renderings and animations that brought the proposed facility to life before construction began, giving the City of Hutto a clear visual understanding of the finished project. Short-form films reinforced the team's story and dedication to the community. PRESWERX also designed and led presentation coaching sessions that prepared the client's team for the live selection interview.
