Project Overview

The High Frequency Rail project represented one of Canada's most ambitious transportation infrastructure undertakings: a new intercity passenger rail system spanning over 1,000 kilometres along the Quebec City to Windsor Corridor. The project encompassed new and upgraded rights-of-way, tracks, structures, stations, rolling stock, and a railway electrification system along most of the alignment. Structured as a progressive public-private partnership, the procurement invited private developer partners to co-develop, deliver, and operate the system over a 30-to-50-year period. PRESWERX supported the client's pursuit team with proposal services aimed at presenting a compelling and strategically grounded response to Public Works and Government Services Canada's Request for Qualifications.

Client Challenges

The client faced a procurement process of unusual complexity and scale. Communicating readiness across a multi-decade, multi-billion-dollar infrastructure program demanded precision:

  • Framing a phased, co-development delivery model clearly for a government evaluation panel unfamiliar with the client's internal approach

  • Differentiating the team's capabilities in a competitive international field of developers

  • Presenting a unified pursuit narrative across a technically dense program spanning rail systems, electrification, rolling stock, and long-term operations

  • Preparing materials that demonstrated strategic alignment with Canada's public interest mandate alongside deep technical credibility

Together, these challenges called for a pursuit response that balanced technical depth with compelling clarity.

Scope of Work

PRESWERX delivered proposal support services for the client's response to Public Works and Government Services Canada's Request for Qualifications. The team developed written content and pursuit materials tailored to the specific evaluation criteria of a progressive public-private partnership procurement. Work focused on framing the client's delivery approach across the Co-Development and Project Agreement phases, articulating the team's qualifications in rail system design, electrification, rolling stock integration, and long-term operations, and organizing the proposal narrative to address the government's stated objectives around public interest, innovation, and cost-efficiency.

  • Messaging frameworks that tied the client's technical capabilities directly to the corridor's infrastructure requirements

  • A cohesive pursuit narrative that unified the team's qualifications across rail systems, electrification, and long-term operations

The client's team entered the selection process with a focused, well-prepared response and a clear strategic story.
