Project Overview
The City of Haines City, Florida sought to improve public safety at high-risk arterial intersections and school zones through a technology-driven enforcement program. The project called for the installation and ongoing maintenance of speed detection cameras and red-light enforcement systems, paired with a fully turnkey violation notice processing solution covering everything from citation issuance to adjudication. To compete for this contract, the client needed pursuit support that could distill a technically complex, compliance-heavy scope into a clear, compelling proposal. PRESWERX provided the strategic communications and visual support required to position the client's approach with confidence.

Client Challenges
Competing for a public safety contract with a multifaceted technical and regulatory scope required the client to communicate its qualifications with precision and clarity. The core challenges included:
Translating a complex, compliance-driven scope involving state, local, and FDOT requirements into a readable and persuasive proposal narrative
Demonstrating the breadth of program management responsibilities, including installation, calibration, maintenance, and full regulatory compliance, without overwhelming reviewers

Scope of Work
PRESWERX developed pursuit content specifically tailored to the Haines City Speed Detect Camera program.
