Project Overview

The Frederick Douglass Tunnel project represented one of the most consequential infrastructure pursuits on the Northeast Corridor in decades. Commissioned by Amtrak to replace a century-old tunnel beneath Baltimore, Maryland, the project demanded a team capable of communicating complex civil, structural, and constructability challenges to a technically sophisticated owner. The scope required detailed visualization of below-grade work that would otherwise be difficult to convey through text alone. The client engaged PRESWERX to develop a full pursuit package covering proposal development, renderings, animations, presentation design, and live interview coaching.

Client Challenges

The client faced a pursuit that required conveying technical depth and operational credibility to an owner managing one of the busiest rail corridors in the country:

  • The project involved significant below-grade construction, making visual communication of the team's approach essential for evaluating methodology and risk controls

  • A competitive field of qualified contractors meant the client needed to differentiate on clarity, confidence, and the overall quality of every submission

  • The live interview format required presenters to speak with authority on complex construction sequencing, schedule constraints, and risk mitigation strategies

Each challenge called for a pursuit partner with deep experience in infrastructure storytelling and selection-stage preparation.

Scope of Work

PRESWERX delivered a comprehensive pursuit package tailored to the demands of a technically complex, owner-reviewed selection. The team developed the written proposal with graphics and visual layout designed to guide evaluators through the client's technical approach in a clear and organized format. Renderings and animations brought the tunnel replacement methodology to life, giving the owner a concrete picture of how the client planned to execute the work below grade. A custom interview presentation was built to support the live selection event, and PRESWERX provided coaching sessions to sharpen the team's delivery, anticipate evaluator questions, and build confidence across all presenters.

PRESWERX Approach

PRESWERX treated this pursuit as a communications challenge as much as a production effort. The team studied the project's technical scope and the owner's evaluation priorities before building any deliverable:

  • Developed proposal graphics and layout that organized dense technical content into an evaluator-friendly narrative with clear visual hierarchy

  • Produced renderings and animations illustrating below-grade construction sequencing in a way that written descriptions alone could not achieve

  • Designed the interview presentation and led coaching sessions focused on delivery clarity, pacing, and confident responses under evaluator questioning

The client arrived at the selection with consistent, polished materials and a team prepared to perform at every stage of the process.

PRESWERX produced a complete, integrated pursuit package held to the standard of a nationally competitive design-build selection:

  • Proposal graphics and layout gave reviewers an organized, visually coherent document that communicated the client's technical approach without unnecessary complexity

  • Renderings and animations gave the owner a clear picture of the construction methodology for a challenging below-grade scope that traditional documentation could not fully capture

  • Presentation design and coaching sessions prepared the team to speak with confidence and precision throughout the live interview
