Project Overview
The City of Franklin, Tennessee pursued a new $75 million City Hall: a three-story civic structure spanning 90,000 to 100,000 SF, paired with a one-story below-grade parking deck accommodating approximately 200 spaces. Targeted for move-in in the summer or fall of 2027, the project represented a once-in-a-generation investment in civic infrastructure for one of the fastest-growing cities in the region. The client engaged PRESWERX for the full pursuit package, including proposal, presentation, presentation coaching, renderings, and animations, to support their competition for this high-profile municipal contract.

Client Challenges
A civic project of this visibility demands more than a strong qualifications package. The client faced a layered set of pursuit challenges from proposal through interview:
Visualizing a building that did not yet exist for a city owner and community audience with high expectations for what their new civic landmark should look like.
Communicating the team's ability to deliver a complex civic program, including the below-grade parking structure, on a tight move-in schedule with no room for slippage against the 2027 target.
Competing for a project with deep community significance, where the selection committee would evaluate teams not only on qualifications but on their apparent understanding of what the building meant to Franklin.
The pursuit required a complete, polished package that held up across every phase of a competitive municipal selection.

Scope of Work
PRESWERX delivered the complete pursuit package for the Franklin City Hall competition. The proposal was structured to address the city's procurement requirements and establish the client's qualifications and approach to a civic project of this scale. Renderings depicted the proposed three-story City Hall and below-grade parking deck in a way that gave evaluators and city stakeholders a vivid picture of the finished facility. Animations brought the building to life in motion, conveying both the exterior character and interior experience of the new civic center. A structured presentation carried evaluators through the team's experience and delivery plan, and PRESWERX worked with the client's presenters through focused coaching sessions to ensure sharp, confident delivery in the live interview.
