Project Overview
The Florida Department of Veterans Affairs sought to develop a dedicated K9 facility to support its veteran services mission across the state. The client, a trusted Florida contractor with deep experience in government and institutional construction, pursued this project through a competitive public selection process. The facility was designed to provide housing, training, and care spaces for service dogs paired with Florida veterans. PRESWERX supported the pursuit with a full suite of services: a compelling written proposal, a polished presentation package, and direct coaching to prepare the client team for the oral selection interview.

Client Challenges
Pursuing a mission-driven public project demanded more than a strong resume. The client needed to communicate purpose, not just capability:
Framing a purpose-driven project scope in terms that resonated with a public agency owner focused on veteran outcomes
Differentiating a well-qualified team in a competitive government procurement where scoring criteria reward both qualifications and communication
Translating technical construction capabilities into a clear, mission-aligned narrative that connected to the veterans the facility would serve
Preparing the team to perform confidently in a live interview where first impressions and consistency carry significant weight in scoring
Every element of the pursuit had to signal not just construction expertise, but a team that understood the mission behind the facility.

Scope of Work
PRESWERX delivered a comprehensive pursuit package tailored to the Florida Department of Veterans Affairs selection process. The team produced a written proposal that organized the client's qualifications and project approach into a clear, evaluator-friendly narrative aligned with the owner's scoring criteria. PRESWERX then developed a branded presentation package to support the client's interview appearance, structuring the visual story around the project's veteran-focused mission and the team's relevant experience. The engagement also included targeted presentation coaching sessions designed to prepare the client team for the live selection interview.

PRESWERX Approach
PRESWERX treated this pursuit as a strategic communications challenge from the start. Rather than defaulting to a credentials-first approach, the team focused on connecting the client's construction expertise to the FDVA's veteran-service mission in a way that felt purposeful and specific:
Conducted a detailed review of the procurement documents to align the proposal narrative directly with evaluator scoring criteria and owner priorities
Designed and produced a presentation that centered the veteran-service mission rather than leading with the client team's credentials alone
Ran focused coaching sessions to sharpen the team's delivery, anticipate evaluator questions, and build consistent confidence across all presenters
The result was a client team that entered the selection prepared, aligned, and ready to make a strong case on every scoring dimension.
Results Delivered
PRESWERX delivered a complete, polished pursuit package built to perform under competitive evaluation standards set by a public owner:
The written proposal organized the client's qualifications and project understanding into a reader-friendly document that directly addressed FDVA's scoring priorities
The presentation package gave the client team a clear, mission-aligned visual story to carry into the interview room, with a structure that matched how evaluators would be listening
Coaching sessions left every presenter rehearsed and confident, with practiced answers to likely evaluator questions and a consistent team message
The client entered the selection with a complete pursuit package and a team that was fully prepared to put their best case forward.
