Project Overview

The Florida Department of Juvenile Justice undertook a $100 million construction program for juvenile detention facilities spanning three locations across the state. Each facility required purpose-built design tailored to secure detention standards, and the multi-site scope demanded a pursuit strategy that could communicate scale, coordination capability, and design quality as a single cohesive story. The client engaged PRESWERX to support the competitive procurement managed by the Florida Department of Management Services. PRESWERX delivered a full suite of pursuit materials, including proposal development, presentation design, presenter coaching, renderings, animations, and original film content.

Pursuing a $100 million multi-site state contract demanded a pursuit strategy built for scrutiny and complexity:

  • Translating three simultaneous facility scopes into one cohesive program narrative without overwhelming reviewers

  • Visualizing secure, purpose-built detention facilities at a quality level that built owner confidence before construction began

  • Standing apart from competitive firms in a formal, high-stakes state procurement process

  • Preparing leadership to perform with confidence and credibility in a live panel interview

Each challenge called for materials that were both technically grounded and strategically persuasive.

Scope of Work

PRESWERX delivered a complete pursuit package built around the demands of a competitive state procurement. The team developed a comprehensive proposal tailored to the Florida Department of Management Services evaluation criteria, organizing the three-facility program into a clear and structured narrative. A purpose-built presentation design translated that narrative into a format ready for the selection panel. Renderings and animations brought each detention facility to life, giving reviewers a visual understanding of design intent and construction quality. An original film added depth and dimension to the submittal. Presenter coaching prepared the leadership team for the live interview, with focused rehearsal on pacing, messaging, and panel Q and A.
