Project Overview

The South Florida Water Management District required the design and construction of a permanent Flight Operations Facility in Royal Palm Beach, Florida. The $2 million project encompassed a dedicated helipad, a helicopter parking area sized to accommodate three district aircraft, maintenance and storage spaces, and office facilities for two mechanics and four pilots. An above-ground fuel tank was also incorporated to support ongoing aircraft fueling operations on site. The client engaged PRESWERX to develop a competitive proposal, build the presentation materials, and prepare the team for the owner's selection process.

Client Challenges

Pursuing a specialized aviation infrastructure project meant communicating a technically driven scope to a procurement audience that expected both operational precision and a compelling competitive narrative:

  • The project involved complex, operationally specific requirements, including FAA-adjacent facility standards, that had to be communicated clearly to non-technical evaluators.

  • The client needed to frame its technical depth as a strength without overwhelming reviewers with jargon or operational detail.

  • A live selection interview required the team to present with confidence and field owner questions, not simply recite a prepared script.

Translating specialized expertise into a clear, persuasive story required deliberate preparation and an outside perspective.

Scope of Work

PRESWERX developed a complete pursuit package for the Flight Operations Facility bid. The team produced a written proposal structured around the South Florida Water Management District's procurement requirements, organizing the client's qualifications, project approach, and team capabilities into a clear, evaluator-friendly document. PRESWERX also built the presentation materials used in the selection interview, designing slides that communicated the specialized facility scope, including the helipad, parking infrastructure, maintenance spaces, and fuel system, as a unified and purposeful program. Targeted presentation coaching sessions prepared the client's team to deliver the material with focus, respond to owner questions with confidence, and hold a substantive conversation.
