Project Overview
The Fletcher Hall Addition and Renovation at the University of Tennessee, Chattanooga represented a major expansion of the Gary W. Rollins College of Business. The project encompassed a 90,000-square-foot, four-story addition to the existing facility, along with a comprehensive renovation of the building's interior to create instruction spaces, outreach centers, and shared community resources. The scope nearly doubled the College's footprint and required a construction management team capable of delivering complex, phased work on an active university campus. PRESWERX partnered with the client to develop the proposal documentation for their Construction Manager at Risk pursuit.

Client Challenges
The client pursued a competitive Construction Manager at Risk selection for one of the University of Tennessee, Chattanooga's most significant capital investments in years. Communicating the team's capabilities clearly was central to the pursuit:
Presenting a 90,000-square-foot addition alongside a full building renovation as a single, coherent project delivery story
Demonstrating relevant higher education construction management experience to a sophisticated university owner
Articulating a clear plan for managing active-campus logistics, phased construction, and coordination with university stakeholders
The proposal had to earn the owner's confidence quickly and hold it throughout the evaluation.

Scope of Work
PRESWERX developed the full proposal package for the client's Construction Manager at Risk submission on the Fletcher Hall Addition and Renovation. The work included writing and organizing all narrative content, framing the client's approach to managing the phased addition and renovation of an occupied facility on an active campus. PRESWERX produced project-specific descriptions of the client's relevant experience and tailored each section to address the University of Tennessee, Chattanooga's evaluation priorities. The final submission presented the team's construction management capabilities in a structured, professional format ready for evaluator review.
