Project Overview
The City of St. Petersburg engaged a general contractor to lead design and construction of Fire Station No. 2, a new 9,000-square-foot public safety facility in St. Petersburg, Florida. The station was sited at the corner of 66th Street North and 26th Avenue, adjacent to Tyrone Middle School, and was designed to achieve LEED certification in support of the city's sustainability and resiliency priorities. The $5 million facility was built to expand the operational capacity of St. Petersburg Fire Rescue with purpose-built, modern infrastructure. PRESWERX supported the client's pursuit through proposal development, presentation design, and presentation coaching.

Client Challenges
Winning a competitive public-sector contract required more than a qualified team. The client needed a submission that communicated a clear, strategic story across every format the city would evaluate:
Positioning a standard fire station program as a community investment aligned with the city's long-term infrastructure and public safety goals
Communicating a sustainability-forward approach, including LEED certification goals, to a public-sector owner with a fixed $5 million budget
Differentiating the team in a competitive bid where technical qualifications alone would not separate them from the field
Preparing the team for a live interview panel with a confident, consistent message that held up under questions
The client required a pursuit partner who could unify their written and verbal message into a single, cohesive narrative.

Scope of Work
PRESWERX delivered a full pursuit support package for the client's Fire Station No. 2 bid. The team produced a written proposal tailored to the City of St. Petersburg's evaluation criteria, with content structured around the city's stated priorities of sustainability, resiliency, and long-term public safety investment. A purpose-built selection presentation translated that written narrative into a committee-ready format, with clear structure and visual hierarchy designed to perform in a live interview setting. PRESWERX also conducted structured presentation coaching sessions with the client's team, focusing on message refinement, delivery consistency, and preparation for the specific dynamics of a public-sector panel interview.

PRESWERX Approach
PRESWERX approached this pursuit as a single integrated story, not three separate deliverables. The strategy centered on connecting the client's technical capabilities to the city's long-term priorities in a way that was consistent from the first written page through the final spoken answer in the interview room:
The proposal was built around the city's infrastructure and public safety goals, framing sustainability and resiliency as owner values the client shared, not just project requirements to be checked off
The presentation distilled that narrative into a concise, visually clear format with a structure designed to guide a committee through the client's story without losing the key differentiators
Coaching sessions prioritized message consistency and confidence under live questioning, with practice focused on the format and evaluation priorities of a public-sector interview panel
The result was a pursuit where every touchpoint reinforced the same core story, giving the client a unified voice across the full selection process.
Results Delivered
PRESWERX delivered a complete, pursuit-ready package built to perform across every phase of the City of St. Petersburg's selection process. Each deliverable was calibrated to the public-sector context and the committee's evaluation priorities:
A written proposal that clearly connected the client's approach to the city's stated goals for sustainability and long-term infrastructure investment, structured and formatted for evaluator review
A selection presentation with a disciplined visual structure and a cohesive verbal narrative that carried the proposal's core story into the interview room with clarity and confidence
A coached client team prepared to deliver a consistent message, handle committee questions with composure, and present as a unified group across the full interview
The client entered the selection interview with polished materials, a refined message, and a team fully prepared to perform.
