Project Overview

The Fayetteville Technical Community College Cumberland County Fire Training Center Expansion was Phase II of a regional fire and rescue training campus in Fayetteville, North Carolina. Valued at $13,513,271, the project added a single-story live fire residential burn building, a two-story apartment burn tower, a storage building, and expanded parking and site infrastructure across two Cumberland County properties. The facility was designed to serve academic, corporate, and continuing education programs, giving students and active first responders a venue for certification maintenance and advanced skill development. The client engaged PRESWERX to support their pursuit with a full proposal and presentation package.

Client Challenges

Communicating the scope and specialized nature of a Phase II fire training expansion to a technically informed selection committee required more than a standard submission:

  • Presenting Phase II as a compelling extension of the existing campus, with a clear, unified long-term vision

  • Visualizing specialized training props, including live fire burn structures, before design was finalized

  • Differentiating the client in a competitive public procurement that placed significant weight on fire training facility experience

  • Preparing the team for a confident, credible live interview performance

Each challenge called for materials that were technically grounded and immediately legible to evaluators with varied backgrounds.

Scope of Work

PRESWERX developed a full pursuit package for the client's Phase II bid at FTCC. The team produced a proposal structured around the college's evaluation criteria, framing the client's fire training experience in clear, accessible language. Architectural renderings brought the live fire residential burn building and two-story apartment burn tower to life, providing reviewers a concrete visual reference while design was still in development. Animations and a project film conveyed the campus's training logic and facility scale in formats suited for both the written submittal and interview. Presentation development and coaching prepared the team to deliver with precision and confidence.

PRESWERX Approach

PRESWERX approached the engagement as a storytelling challenge: how to make a technically specialized facility feel tangible to evaluators comparing multiple qualified teams.

  • Renderings and animations were grounded in the facility's training mission, connecting visuals to program outcomes rather than aesthetics alone.

  • Proposal content was built around FTCC's evaluation criteria, with language calibrated for a technically informed owner.

  • Coaching focused on clarity and conviction, preparing the team to field panel questions with confidence and authority.

Together, these elements gave the client a cohesive, compelling pursuit package that was easy for evaluators to follow.

Results Delivered

PRESWERX delivered a complete pursuit package built for a competitive public sector procurement. Each deliverable was tailored to the project's training mission and the owner's evaluation criteria.

  • Renderings made the live fire structures visually concrete, giving reviewers a clear picture of the completed campus before design was final.

  • The project film and animations conveyed the facility's scope in a format accessible to both technical and non-technical panelists.

  • Coaching sharpened the team's delivery, ensuring every panel question could be answered with precision and confidence.

The client entered the selection fully prepared, with a polished submittal and a team ready to perform.
