Project Overview

The Dog River Reservoir Expansion was a $390 million water infrastructure program in Chattahoochee Hills, Georgia, procured by the Douglasville-Douglas County Water and Sewer Authority. The project raised the reservoir's normal pool elevation by 35 feet through a new concrete spillway, added a new intake and pump station capable of pumping 46 million gallons of raw water per day, and replaced a two-lane highway bridge with a new 800-foot structure. As the client competed for this critical regional water supply program through a Construction Manager at Risk process, they engaged PRESWERX to develop a full pursuit package covering proposal, visual content, and presentation preparation.

Client Challenges

The project's technical scale made distilling a clear, owner-focused narrative the central pursuit challenge:

  • Three distinct construction packages, covering dam and spillway, intake and pump station, and bridge replacement, had to be presented as a single, integrated program.

  • Underground systems including microtunnels and high-capacity pumps were difficult to communicate visually without specialized graphics.

  • A competitive CMAR field required the client to go beyond qualifications and demonstrate clear communication and owner alignment.

Presenting technical depth with clarity and confidence was the challenge PRESWERX was brought in to meet.

Scope of Work

PRESWERX delivered a full pursuit package built around the scope and complexity of the Dog River Reservoir Expansion. The team produced a polished proposal document structured to communicate three distinct construction packages as a single, owner-focused program narrative. Detailed renderings brought the new dam, spillway, and pump station infrastructure to life visually, giving the selection committee a clear picture of the completed project. Animations illustrated the underground microtunnel systems and pump configuration in an accessible format. A pursuit film tied the narrative together, and targeted presentation coaching sessions prepared the client team to deliver with precision and confidence before the selection committee.
