Project Overview
The City of Rosemount, Minnesota pursued the construction of a new police department and public works facility on a 20-acre city-owned site at 14221 Biscayne Avenue. The program called for a 48,629 SF police department and a 70,346 SF public works building, both designed to serve the community for the next 20 years. With a total project budget not to exceed $40 million and an architect not yet selected at the time of the pursuit, the engagement required the client to communicate a clear, confident approach early in the procurement process. PRESWERX supported the pursuit with a presentation, coaching, renderings, and animations.

Client Challenges
The client needed to position itself effectively for a dual-facility municipal pursuit at an early stage, before the project's design had been fully established:
Presenting a credible, compelling approach for two functionally distinct facilities, a police department and a public works building, as a single, unified program narrative.
Visualizing buildings that lacked a finalized design, requiring pursuit materials that conveyed quality and intent without a confirmed architectural direction.
Preparing the team to deliver a confident, polished live presentation to a municipal owner evaluating competing construction management firms for a $40 million civic project.
The client needed a pursuit package and coaching that could carry the team through both the proposal and the selection interview.

Scope of Work
PRESWERX developed a full pursuit package for the client's pursuit of the City of Rosemount's $40 million police department and public works facility. The work included a custom presentation structured around the project's dual-facility program and the client's approach to municipal construction. PRESWERX produced renderings and animations to visualize both buildings on the 20-acre site, giving the owner a concrete sense of the finished campus before an architect had been selected. Presentation coaching prepared the client's team for the live selection interview with City of Rosemount officials, ensuring every speaker was ready to address the owner's priorities with confidence.
