Project Overview
The Columbia District Solid Waste Management Commission sought a construction partner to deliver a major new regional solid waste facility, representing a significant public infrastructure investment for the communities it serves. The client engaged PRESWERX to build the complete pursuit package for this competitive procurement. The project required communicating both technical construction expertise and a clear understanding of the commission's long-term operational goals. PRESWERX developed a full suite of pursuit deliverables, including proposal content, presentation materials, coaching, architectural renderings, animations, and a project film.

Client Challenges
Pursuing a large public infrastructure commission presented the client's team with a demanding set of communication challenges:
The project's scale and technical complexity needed to be translated into a compelling story for a non-technical government review panel.
Competing teams brought similar credentials, making visual differentiation a critical factor in the selection.
The facility's design quality and operational vision had to be made tangible before a single shovel broke ground.
The live interview format required a team that could present with clarity and confidence under pressure.
Taken together, these challenges called for a partner who could unify strategy, content, and visuals into a single cohesive pursuit.

Scope of Work
PRESWERX delivered a comprehensive pursuit package tailored to the demands of a competitive public infrastructure procurement. The proposal was structured to clearly communicate the client's approach to the project's phasing, community impact, and operational continuity. Architectural renderings brought the facility's design to life for reviewers unfamiliar with construction documentation. Custom animations illustrated complex site logistics and construction sequencing in an accessible format. A project film conveyed the team's culture and commitment to the commission's mission. Presentation materials and coaching prepared the client's team to deliver a compelling, polished live interview.

PRESWERX Approach
PRESWERX approached the pursuit as a strategic partner from the first day of engagement, working to align every deliverable around a single pursuit narrative:
Collaborated with the client's team to identify the themes that would resonate most with a public agency review panel.
Developed visual deliverables, including renderings, animations, and a project film, that made the facility's design and construction approach immediately clear to non-technical evaluators.
Ran targeted coaching sessions to sharpen the team's message and prepare each presenter for the live interview format.
The result was a pursuit package in which every element, from proposal to presentation, reinforced the client's qualifications and commitment to the commission.
Results Delivered
PRESWERX delivered a complete, integrated pursuit package held to the standard of a significant public infrastructure competition:
The proposal presented the client's technical approach and project understanding in a clear, organized narrative that spoke directly to the commission's priorities.
Renderings, animations, and a project film gave the selection committee a concrete visual picture of the completed facility and the team's construction process.
Coaching sessions produced a presentation team that was prepared, confident, and aligned on message going into the selection.
The client entered the interview stage with a cohesive story and the tools to tell it well.
